Product Certification (ISI Mark)
The Product Certification Schemes of BIS aims at providing Third Party assurance of quality, safety and reliability of products to the customer. Presence of BIS certification mark, known as Standard Mark, on a product is an assurance of conformity to the specifications. The manufacturer is permitted to self-certify the licenced products after ascertaining its conformity to the Standard. Through its surveillance operations, the Bureau maintains a close vigil on the quality of certified goods. The conformity is ensured by regular surveillance of the licensee’s performance by surprise inspections and testing of samples, drawn both from the market/factory.

Procedure for Certification (ISI Mark License)
1. Documentation – Preparation of documentation as per prerequisite document checklist and applicable Indian Standard.
2. Application – After verification of prepared documents, we will make an application to BIS. And BIS will check and revert if any additional documents required.
3. Inspection – BIS will plan Preliminary Inspection at manufacturer premises. Inspecting Officer will verify plant and machinery, Testing equipements, Quality control personal testing knowledge and other requirements. Also selected random sample for verification and testing in BIS approved lab during Visit.
4. Testing – After inspection sample will submitted to BIS Lab for Testing.
5. Grant of License – If product sample passed in BIS approved lab, license will granted to manufacturer.
Timeline of Process
For Indian Manufacturer - After Application it will take 1-2 months.
For Foreign Manufacturer – After Application it will take 4 – 5 months.

We Shamkris Group provide services to industries to get Explosive License under Petroleum Rules, 2002, Gas Cylinder Rules 2004, SMPV Rules 1981 and Explosive Rule, 2008 from Petroleum and Explosives Safety Organization.

“Flash point” of any petroleum means the lowest temperature at which it yields a vapour which will give a momentary flash when ignited, determined in accordance with the provisions of chapter 2 of the Act and the Rules made there under.
There is no need to take explosive licence for Import, storage or transportation under following conditions:1. Petroleum Class ‘A’ quantity not exceeding 30 liters. This quantity needs to be stored in containers made of glass or stone not exceeding capacity more than 1 liter, And steel container not exceeding capacity more than 25 liter.
2. Petroleum Class ‘B’ (Non Bulk) in quantity not exceeding 2500 liters and in container not exceeding 1000 liters.
3. Petroleum Class ‘C’ (In Bulk) in quantity not exceeding 45,000 liters.
Note: No licence etc. is needed for any petroleum which has its flash point not below 93 Degree Centigrade.

5. 4 Copies of Plant Layout, Elevation Construction Details, and Details of tank site plan of 100 Mtrs & some notes.
6. Establishment will get the Approval for application for Explosive License
7. Form No.IX Duly Filled and Signed by the applicant.
8. DD of Rs 1000/- for 50 kilo liter Per year
9. Four copies of detailed drawing of the plant
10. NOC from collector or District level authority
11. Factory registration or Company Incorporation Certificate
12. MOA or Partnership deed
13. Detailed project report
14. Photographs of site
15. Safety and test Certificates in Form No. 126 & 130 by Competent Person recognized by Chief Controller of Explosive Nagpur.
16. Inspection by the concerned authority of the Explosive department of that Zone
17. Following NOC’s are required:
Step 1: Prepration of Drawings
Step 2: Sanction of drawings from PESO
Step 3: Collection of all supporting documents
Step 4: Application to District collector for NOC
Step 5: Collector will write a letter to get NOC to Police SP, Tehsildar, PWD department, State Electricity board, Health and safety department
Step 6: Final Collector’s NOC
Step 7: Safety and test Certificates in Form No. 126 & 130 by Competent Person recognized by Chief Controller of Explosive
Step 8: Application for the final Licence
